<br /> <br /> <br /> <br /> <br /> <br /> 11/29/06 <br /> County of Hawaii <br /> Hawaii County Council <br /> <br /> <br /> Thank you to Council Members for the hours put into this issue: <br /> Re: Bill No.258 Draft 4 <br /> <br /> An Ordinance Amending Chapter 4 of the Hawaii County Code 1983(2005 Edition, As Amended), Relating <br /> to Animals. <br /> Thank you for the consideration given these issues. <br /> <br /> The Following are my concerns: <br /> <br /> Dog and Cat Licenses. <br /> Both need to be kept on equal fee scheduling: <br /> Micro chipping both Cats & Dogs is eoually important <br /> <br /> It is also a concern Re Section 4-17 Disposition of Fee: <br /> <br /> I believe that all fee has collected from animal licensing should not be directed to the County's General <br /> Rind. <br /> The animal shelters island wide are in need of repair if not upgrading to meds the demands of this growing <br /> community and rather than in the General fund where it will be used for any necessary purpose it should be <br /> directed back into maintaining and upgrading these facilities.(Animal Shelters/Pounds). <br /> Section 4-19. "Off - Leash Park" means a public park designated by the director of parks and recreation <br /> where dogs and no other animal shall be allowed to be off-leash <br /> There is still concern with regard to Off Leash parks. <br /> There should be parks on the Island where dog owners are allowed to take their dogs However I believe <br /> dog, should remain on leash at all times for their safety as well as the safety of Humankind <br /> Article 5.Regulation of Dangerous Dogs <br /> Section 4-30. Prohibited acts-conditions on owner-penalties. <br /> Section (e) item (9) the dog be Neutered or spayed at the owners expense unless medically contraindicated. <br /> It is my opinion that this should not be an option if the animal is not euthanized. Problems relating to ill <br /> temperament may be hereditary and therefore the animal should not be kept intact for fear of this propensity <br /> being perpetuated by breeding. <br /> Article 7. General Animal Welfare <br /> Section 443 Cruelty to animals, including dogs and cats. <br /> This will always be the greatest of my concerns and I feel that the current penalties need to be revised. <br /> The cost to the Taxpayer certainly at this time outweigh the penalty to the Perpetrator. <br /> <br /> Thank you for hearing my concerns. <br /> Frances M.
