h+
Murashige, Laura
T
From: J KELIIPIO Dosephine@poidogs.com] r c
Sent: Wednesday, November 15, 2006 9:01 AM
rs
To: Council Testimony
Subject: BILL 251 (SCD Kona 108, LLC)
:D
Dear County Council Members,
v
While I like that Mr. Carr will be building some much needed multiple family
housing on his property, please consider the following changes before approving
his application for change of district classification:
1) Since Carr's parcel sits in the heart of the urban core and within walking
distance from shopping and commercial centers, please ask him to build a safe
wide walking path separated from cars down to Lowes so that residents in the
neighborhood will be able to walk to shop instead of drive to shop. The more
people walk, the less they will drive and congest the highway.

2) According to good planning practices, low density housing SHOULD NOT be
built within the urban core and within walking distance of shopping and
commercial centers. I understand that Mr. Carr is building approx. 50 low density
homes on one-acre lots. Low density housing fails to maximize the use of the land
and fails to place more housing where housing belongs. Please ask Mr. Carr to
increase the density of his one-acre lots to at least twice as many homes as is
currently planned.

3) Since Mr. Carr's current access to his property was an understood fact before
the people of Malulani moved in, Mr. Carr should be allowed to keep the access.
Good planning practices calls for road and walkway interconnectivity between
subdivisions within the urban core. The more connections the better. However, if
Mr. Carr is allowed or required to increase the density of his homes, then please
ask him to build a roadway to Palani Road only.

Mahalo,

Josephine Keliipio
Kailua-Kona, Hi 96740

Comm.
