It should not be presented to the public as legal unless it <br /> absolutely is legal. <br /> <br /> Certainly, it would be unseemly to proceed with haste on these two Bills which affect so many citizens, <br /> and find out later that procedure was incorrect. The rights of citizens would not be well-served.
