August 22, 2006
UTI
Council chair and council members
22aupuni Street Hilo, HI 96720

,3
Dear council man Higa, t
~ u
My name is Lilly Milskovitch. I am a student at Hilo high school in Ms. Darn's
Participation in Democracy class. I love to surf and play soccer and water polo. I love the
beach more than anything.

We are discussing the issue on banning alcohol. I am against bill 300. i don't
think it is fair that you are taking these rights away from people if they aren't abusing
their power. I do agree that it is harder to control some people when they are drunk, but
why don't you just take the power away from them? Now-a-days there are way more
things to be concerned with rather than if people are drinking at the beach. We need to
focus more on the drug problem and making places for children and adults to hang out
and be safe rather than try drugs and get into trouble, and find homes for the homeless
people, and clean the beach parks. If you do this people are still going to refuse and it is
going to bring more trouble to the police force. I'm sure even police officers like to go to
the beach and have a beer once in a while too. It just seems that there is much worse
problems that we should be dealing with right now and this is going to take up too much
time and energy. Bill 300 won't really stop people from wanting to drink at the beach
anyway, so it just seems like a waste of time. Please make copies and share them with the
other council members. Mahalo Nui Loa.

Sincerely,
Lilly Milskovitch

Comm. No. • 3
Ref.
