It is clear, concise, and we believe, <br /> enforceable. Draft 5 addresses the concerns that initiated this lengthy <br /> <br /> process, while recognizing the diversity of our island's people and their life <br /> styles. As currently written, it is far superior to preceding regulatory <br /> attempts, and we hope the Council will pass it without further amendment. <br /> <br /> We suggest one minor housekeeping correction, and that regards <br /> standardizing the minimum period of confinement for stray animals. Section <br /> 4-16 indicates dogs will be held for 7 days, while Section 4-36 sets a period <br /> <br /> of 9 days for cats. In no way should this hold up passage of the bill. <br /> <br /> We truly appreciate the opportunity to have participated in the drafting of <br /> the proposed legislation and thank the Council for consideration of our <br /> comments. It is a fine example of the democratic process. <br /> <br /> We would be remiss not to also thank our friend, Dr. Holschuh, for once <br /> <br /> again wading in to untangle a ball of snakes.
