I
am a 30-year participant at the Hawaiian International Billfish Tournament
dnd presently serve as its president.
I support Jacoby Development's plans to expand Honokohau harbor and
the mixed-use project surrounding the new marina. Kona has needed and
wanted an expanded harbor and upgraded facilities for decades. This is
our chance.

Having lived here in Kona for 40 years, I understand Kona's mistrust of
developers. But from what I've learned, Jacoby is a national leader in
building communities that better the quality of people's lives and sustain
the surrounding environment.

They're not just "developers" but people who have the knowledge and
ability to partner with this community and help us solve some of our
issues including solutions for our traffic woes.

Let's not forget, these DHHL lands will provide income to build homes for
many Hawaiian families waiting for their opportunity for homeownership. I
know a family living on a Hawaiian homestead in Waimea with no water
improvements. They have to haul their own water. I trust that Income
from these lands will go to this type of needed land improvements as well.

The Planning Director is right, these lands should be part of Kallua's urban
expansion. I ask this council to support Bill 309.
Mahalo,

Fred Duerr
Retired General Manager of Kona Village Resort

President, Hawaiian International Billfish Tournament Comm.
