I support this effort based upon the project record of Jacoby Development. I <br /> believe that DLNR has chosen a firm that has the expertise and resources to accomplish expansion of the <br /> harbor with as little environmental impact as possible. <br /> <br /> I also note that the area north of Kailua-Kona is on the whole, considered by the Kona Community <br /> Development Plan to be identified for urban expansion, and in fact seems to be included entirely on <br /> certain maps resulting for the CDP process "Kona Preferred Growth Area" (Allen, 2006, Kona <br /> Community Development Plan Green Infrastructure Technical Report). <br /> <br /> I have witnessed the ongoing communication effort this firm has initiated with the community since the <br /> charettes three years ago. It is my impression that Jacoby Development is striving to deal fairly with <br /> area residents' concerns.
