No large changes should be made to the General Plan until <br /> the Kona Community Development Plan (CDP) is complete (sometime next year). Bill 309 would upzone an <br /> area above Kealakekua Bay for private development and upzone hundreds of acres of largely public, <br /> conservation-zoned, coastal land near Honokohau Harbor to make it easier for Jacoby Development Inc to have <br /> their way with it. <br /> These changes help developers - not residents or the natural environment. Native Hawaiian culture as well <br /> as Hawai'i's fragile natural environment are at risk if these amendments are made to the General Plan.
