Higa ::D <br /> Chair, Hawaii County Council <br /> County of Hawaii <br /> 25 Aupuni Street v <br /> Hilo, Hawaii 96720 <br /> Dear Council Chair Higa: <br /> Subject: Support for Bill No. 309 (Amendment E-4) <br /> The Department of Hawaiian Home Lands (DHHL) strongly <br /> supports Bill No. 309 and Planning Director Chris Yuen's Interim <br /> General Plan Amendment changing all the lands under the <br /> jurisdiction of the Department of Land and Natural Resources <br /> (DLNR) adjacent to the Honokohau Small Boat Harbor, including <br /> the Kona Kai Ola project site, from "Open" to "Urban Expansion <br /> Area." <br /> DHHL has entered into a long term general lease with Kona <br /> Marina Development Group LLC, a subsidiary of Jacoby <br /> Development, for the development of our 200-acre parcel at <br /> Kealakehe. DLNR has also entered into a Development Agreement <br /> with Jacoby Development for approximately 300 acres adjacent to <br /> our lands. Jacoby Development has proposed a master-planned <br /> mixed-use commercial village on these 500 acres with an expanded <br /> marina and a new road to connect the harbor to Kailua Village. <br /> The selection of the developer was done prior to the <br /> General Plan being amended to remove the "resort" designation in <br /> February 2005. We encourage the County to approve Amendment E-4 <br /> in Bill No. 309, and make any other necessary amendments or <br /> clarifications to the General Plan now in order for this project <br /> to move forward successfully. tJ <br /> Gomm.
