Pages 13-15, SOUTH KONA, 13.2.5.8.2 Courses of Action.

C. Amend course of action (c) as follows:
(c) Construct the Mamalahoa Bypass Highway between Keauhou and Captain
Cook as a Scenic Corridor, with
limited access and without commercial development.

You are making a big FAT STUPID mistake by NOT putting "some" commercial
development along this brand new road so that it not only functions as a
transportation corridor but it also serves/provides opportunities/access to
commercial centers located within the South Kona district so that South Kona and
HOVE residents don't have to continue driving and congesting our North Kona
roads in order to get to commercial centers located miles away in Kailua-Kona and
the Kaloko Light Industrial Park. The few commercial centers up mauka in
Kealakekua and Captain Cook are obviously not enough to keep people from
driving to North Kona and the sloped topography makes it difficult for further

expansion. Fuel prices are climbing and road improvements will not stop
congestion when faulty planning continues to happen. No wonder Gianni Longo
ignored some of us at one of the Kona Community Development Plan meetings
when we wanted him to consider putting some commercial development beyond
Keauhou to the South on this road. if we want to reduce our congestion caused by
people from South Kona trying to shop at commercial centers in North Kona, we
need to place some of these commercial centers in South Kona and the best
location would be along this roadway. Please ask Chris Yuen to seriously
reconsider this change.

Mahalo,
Josephine Keliipio
76-168 Royal Poinciana Drive
Kailua-Kona, Hi 96740 C"M NO
q(04

Ref.
