This <br /> restriction shall become effective as soon as appropriate signs giving notice <br /> thereof are erected. This restriction shall not be applicable to utility, emergency <br /> or delivery vehicles and school buses providing services to residents of the Kona <br /> Palisades and adjoining subdivisions. Further, these restrictions shall be lifted <br /> during periods of emergency as may be declazed by the office of civil defense. <br /> (g) Puna" <br /> SECTION 3. If any provision of this ordinance, or the application thereof to any <br /> <br /> person or circumstance, is held invalid, such invalidity shall not affect other provisions or <br /> applications of the ordinance which can be given effect without the invalid provision or <br /> application, and to this end, the provisions of this ordinance are declared to be severable. <br /> SECTION 5.
