Murashige, Laura

From: Duane Ilstrup [dilstrup@msn.com]
Sent: Monday, November 06, 2006 2:28 AM 1UU 1~ C-2

To: counciltestimony@co.hawaii.hi.us
ti
Cc: dilstrup@msn.com LCGIJ~b~'` -
Subject: Bill 251, Proposed Development of Kona Coffee Estates: "Connectivity" Issues

Hawaii County Council Members:
I have several major concerns about the proposed Kona Coffee Estates. I live in Malulani
Gardens on Malulani Drive, which is privately owned and maintained by our homeowners
association. Since construction on Malulani Gardens was completed, our neighborhood has
become a safe and quiet place to live. Still, with about 120 homes, Malulani Drive has more than
enough traffic, given that it is NARROWER than a county street.
Kona Coffee Estates should NOT be permitted to use Malulani Drive past our homes for access
to their development, nor should they be allowed to move their construction equipment across
Malulani Drive in the upper level of Malulani Gardens:
1. Malulani Drive past our homes is too narrow to support more traffic.
2. Any increased traffic on Malulani Drive past our homes, either by construction equipment, our
by residents of Kona Coffee Estates, would be a major safety hazzard.
3. Logic would dictate that access to Kona Coffee Estates should be from Palani Road, or from
Henry Street, not through a neighborhood of 120 homes where many children and elderly
individuals live.
4. Traffic on the Queens Highway outside Malulani Drive is already a nightmare. Providing access
to even more traffic, and the resulting necessity of installing a new traffic light, would exacerbate
an already unacceptable problem.
I would like to remind the Council Members that the Developers of Kona Coffee Estates have
already proven to be less that forthright with the council about the Salvation Army issue. Given
that, I question whether you should now trust them with connectivity issues which could
adversely affect the lives of so many existing homeowners and voters.
Thank you for your consideration.

DUANE M.ILSTRUP
75-260 MALULANI DRIVE
KAILUA-KONA, HI 96740
(808) 329-1583
DILSTRUP@MSN_.COM

Comm.
