In accordance with resolution 267 98 we, Bamboo Mountain hnports in a proposed partnership
with Earth Voice Hawaii (Aina Leo Hawaii), anon-profit organization based in Hawaii, believe that
our proposal to purchase the parcels of lands described as follows, (TMK 47-006 #18, totaling
237.28 acres wilt additional portions oEq-7-006 #1 totaling 108 acres), Would be in the best interest
of County of Hawaii. The implementation of this proposed proposal shall return the lands to the tax
rolls and make said lands available for sustainable bamboo forestry and other compatible forms of
agriculture known to be viable businesses. We fitrther believe that our proposed use of said lands
shall provided the Counn~ with the revenues aztd economic opporturtities needed in this area.
We are therefore requesting, that the Council of the County of Hawaii review, approve and
amend resolution no. 367')8 to include the sale (TMK# 4-7-006 #18 totaling 337.28 and portions of
7TvIK -]-7-006 #1 totaling 108 acres) to Bamboo Motmtait Itttports in a propose partnership with
Earth Voice Hawaii.
Bamboo Mountain Imports is
An established designer, importer, exporter of bamboo products from China and the Pacific
Rim. Being an end user, wholesalitg and retailing these products successfully has ignited our
enthusiasm to expand into the growing and tna,.tufac[uring of bamboo products here in Hawai.
Bamboo Motmtain is owned and operated by Frank Guibardo. Frank is a local kama'aina
entrepreneur who has been successfully marketing bamboo flooring, panelirtg, fiuniture and gift
products, with outlets based in Hilo and Nation wide.

BMI activities shall include:
BMI is currently manufacturing and mazketing an exclusive line of high end bamboo furniture,
gift iterns, and other constriction materials, such as bamboo hazdwood flooring, molding and
bamboo mill works, which are currently beinl; marketed on a national level. BMI has a mtique
opportunity to begin the growing, production and manufacturing of these goods in Hawaii for
distribution thrnugh our current marketing chatutels. This is a natural compliment to the previous
work force that was in the sugar cane industry, being that bamboo cultivation is a natural
replacement Eor the previous sugar cane lands on the Hantakua coast.

Promotion of bamlwo as an alternative to tropical timbers in flooring, paneling, furniture and

Bamboo Mountain Imports- is generating extensive private sector interest, Erom both the supply and
demand sides. Examples of this fast growth industry aze:
}ntemational-tracking companies recently replaced trailer Doors and shippitg container Floors
with ply bamboo.
The European common wealdt will phase out by the year 2000, all imports of tropical
hardwoods, favoring bamboo fox all types of applications.
Maui based businessman Jef&ey Tmdeau ~recendy was t}te Cast in the nation m have a 100`%
bamboo house permitted meeting all the code requirements, including hurricane stutdazds Eor
the Cotmty of Maui. He was also featured in a national azchitect guide and is one of our
affiliates. See Exlnbit "B" attached.
Bamboo hardwood flooring is rapidly replacitg a lager percentage of the traditional hardwood
flooring used currently in North America. llistributors and end-users have been requesting U.S.
made bamboo, of which a growing industrial consortium has coined as "Swartwood" (non old
growth forestry wood products). The value of I-Iawaiian made Bamboo Furniture and gifr items
in the North American marketplace would be higher than similaz products manufactured in Asia
or other overseas sources.
