From a his~.:rioal and cultural perspective, my family and my <br /> race of people the Native Hawaiian ltas been given the inalienable right to stewardship of <br /> Otis land called Hawaii. It is my birthright to exercise my natural claim to this land. As a <br /> long time resident of the Hamakua Coast it is also my fiduciary responsibility to propose <br /> what I and the community constituency believe to be an effective community based <br /> proposal for the use of the 2000 acres in question. <br /> I have delivered narrative proof of the mismanagement of the Hamakua Coast by local <br /> government in a failure to provide a strategic plan for the etective attd equitable use of <br /> the land. The sugar industry started to phase out its operations in the eazly seventies.
