<br /> • <br /> BACKGROUND INFORMATION <br /> PAUKAA COMMUNITY COLLECTOR SEWER, PHASE II <br /> 1. What is general background of project and why is it required? <br /> a) Old plantation system dumped directly into ocean in violation of Clean Water Act <br /> b) County through consultants perform engineering study and environmental assessment <br /> which defines area to be served by STP. (ref. Eng. Report & Map, 6/73) <br /> c) Council authorizes Mayor to enter into agreements for federal grant (ref. Reso 8/20/75) <br /> d) County applies for and receives federal grant for 75% of construction costs. The grant <br /> conditions require 75% comrection and design compliance. (ref. Grant ) <br /> e) STP construction completed. Plans for Papaikou-Paukaa Sewer approved by County. <br /> f) Plantation closes and population declines, County cannot meet grant conditions. <br /> g) EPA audits and declares County ineligible for grant funds due to non-compliance. <br /> h) Papaikou Sewer Phase I and Paukaa Sewer Phase I construction completed. <br /> i) County objects, EPA issues revised Final Determination Letter (FDL) which amends grant <br /> conditions, lowering the design capacity but not the 75% connection requirement. <br /> Construction of Papaikou Ph. II and Paukaa Ph. II required. (ref. EPA 9/24/93) <br /> j) County constructs Papaikou Ph. II, Paukaa Ph. II still outstanding. <br /> k) County receives notice from EPA reminding of grant requirements (ref. EPA 4/3/96) <br /> 2. What are the benefits to community? <br /> a) Cleaner environment <br /> i) Less pollutants in coastal waters <br /> ii) Less pollutants in groundwater <br /> b) Elimination of cesspools <br /> i) Reduction in odors, leakage and backup problems <br /> ii) Reduction in vector problems (rats, mosquitoes etc.) <br /> c) Improvement to private properties <br /> i) Reduced maintenance requirements <br /> ii) Easier to subdivide/ohana <br /> iii) Increased property value <br /> d) Stimulates the local economy <br /> i) Provides jobs for construction workers <br /> ii) Provides business for consultants and material vendors <br /> 3. What are costs to community? <br /> a) Connection costs (range from $1000 - $5000 in Paukaa) <br /> b) Permit costs ($20-$30) <br /> c) Sewer fees (currently $18/month billed bi-monthly) <br /> d) Possibly higher property tax based on increased value <br /> 4. What are the implications if project is denied or delayed? <br /> a) Per EPA, project should have been completed 6/96. Cancellation or delays to the project <br /> could subject the County to repayment of a proportional share of the grant which amounted <br /> to $6,891,902. <br /> b) Funds for project were planned to be disbursed by the State Revolving Fund (SRF) on <br /> 1/97. Delays to the project disrupt the cash flow of the SRF and could cause the project to <br /> be removed from the priority list. The County would then lose the benefit of the low-cost <br /> loan program. <br /> <br />
