EPA 9/30/80) <br /> f) Sewage Treatment Plant (STP) construction completed. <br /> g) Papaikou Sewer Phase I and Paukaa Sewer Phase I construction completed. <br /> h) Plantation operations and population declines, County cannot meet grant conditions. <br /> i) EPA audits and declazes County ineligible for grant funds due to non-compliance. <br /> j) County objects; EPA issues revised Final Determination Letter (FDL) which amends grant <br /> conditions, lowering the design capacity but not the 75% connection requirement. <br /> Construction schedule for Papaikou Ph. What are the implications if project is denied or delayed? <br /> a) Per EPA, project should have been completed 6/96. Cancellation or delays to the project <br /> could subject the County to repayment of a proportional share of the grant which amounted <br /> to $6,891,902. <br /> b) Funds for project were planned to be disbursed by the State Revolving Fund (SRF) on <br /> 1/97. Delays to the project disrupt the cash flow of the SRF and could cause the project to <br /> be removed from the priority list.
