BACKGROUNb INFORMATION <br /> WAIAKEA HOUSELOTS COLLECTOR SEWER, PHASE II <br /> 1. What is general background of project and why is it required? <br /> a) Early history of Hilo WTP development attached. (ref. History) <br /> b) County through consultants prepaze facility plan which identifies need and defines areas to <br /> be served by WTP. (ref. Facility Plan & Priority Map, 2/89) <br /> c) Council authorizes County to enter into agreements for federal grant (ref. Reso 11/1/89) <br /> d) County applies for and receives federal grant for 55% of construction costs. The grant <br /> conditions require completion of complete system per facilities plan. (ref. EPA Grant <br /> 9/29/89) <br /> e) WTP construction completed. County does not meet grant conditions. <br /> f) EPA prepazes Early Warning Audit, County agrees to Grant Amendment (ref. EPA <br /> 12/26/91). <br /> g) County prepares Hilo District Facilities Plan Supplement which addresses Audit concerns. <br /> h) County constructs Waiakea Houselots Sewer Ph. I . Phase II still outstanding. <br /> <br /> 2. What are costs to community? <br /> a) Connection costs (range from $3000 - $10,000 in Houselots) <br /> b) Permit costs ($20-$30) <br /> c) Sewer fees (currently $18/month billed bi-monthly) <br /> d) Possibly higher property tax based on increased value <br /> 4. What are the implications if project is denied or delayed? <br /> a) Per EPA, project should have been completed 8/92. Cancellation or delays to the project <br /> could subject the County to annulment of the grant which amounted to $9,023,600. <br /> b) Estimated construction date for the project was planned by the State Revolving Fund <br /> (SRF) for 8/97. Delays to the project disrupt the cash flow of the SRF and could cause the <br /> project to he removed from the priority list.
