<br /> C I <br /> CHAPTERI <br /> EXECUTIVE SUMMARY <br /> The purpose of this report is to respond to the Hilo Special Grants Conditions <br /> which was amended as a result of a special review officially known as the Audit <br /> Report No E2aWP0-09-0249-0400043. The special review made the following <br /> conclusions claiming that the County of Hawaii were not in compliance with the <br /> Construction Grants program: <br /> 1. The wastewater flow to the new treatment facility will not meet the <br /> required minimum of 70% of the 5 mgd design flow that must be <br /> generated by the existing and new service areas. <br /> 2. The wastewater flows from new service areas that are constructed <br /> before 1997 will not generate enough wastewater to satisfy the 70% <br /> of design flow requirement. <br /> 3. County's recently implemented sewer ordinance will not provide <br /> enforcement necessary to require connections to the sewer system <br /> because of too many exemptions allowed under the new ordinance. <br /> These claims of non-compliance are a result of using the flow and construction <br /> schedule from the 1989 Facilities Plan which are outdated, and of misinterpreting <br /> the intent of the County's sewer ordinance. The general objectives of this report <br /> are to re-evaluate and revise wastewater flow information, and clarify the language <br /> contained in the sewer ordinance, or more specifically, this report will do the <br /> following: <br /> 1. Compare revised total flows from existing and new service areas <br /> with the minimum requirement of 70% of the 5 mgd design flow <br /> capacity: Re-evaluate existing wastewater flows for 1991 by using <br /> current water consumption data and re-evaluate existing and new <br /> infiltration/inflow. <br /> 1-1 <br /> <br />
