CHAPTER I <br /> INTRODUCTION <br /> The Wastewater Facilities Plan, Hilo District, South Hilo, <br /> Hawaii, developed in 1980 is a comprehensive planning document <br /> that addressed all aspects of wastewater infrastructure for the <br /> Hilo District. The environmental impact statement prepared in <br /> conjunction with the development of the plan described the <br /> problem the proposed systems are designed to address, the various <br /> components of the system, alternative approaches to addressing <br /> the problems, the environmental setting, and probable impacts and <br /> mitigating measures. <br /> Since the 1980 plan and EIS were prepared, several changes <br /> have been made to the original planned system that exact the <br /> preparation of updated documents. This plan herein incorporates <br /> the original 1980 Facilities Plan by reference and focuses on the <br /> need for changes in the design and location of the proposed <br /> treatment plant, pump station, and trunk sewers, and on <br /> alternative treatment methods. <br /> The mechanism for demonstrating the attainment of water <br /> quality goals in the most cost-effective manner is the Wastewater <br /> Management Plan, also called a facilities plan, which takes into <br /> account engineering and environmental impact factors. Specific <br /> guidelines for these plans have been promulgated by the <br /> Environmental Protection Agency (EPA), and those guidelines <br /> govern the scope and direction of this facilities plan. <br /> <br /> i <br /> wastewater management planning analyzes point source <br /> discharge requirements, the impact of proposed actions on water <br /> quality, and the cost-effectiveness of the subject facilities in <br /> meeting water quality goals.
