Several million$ now need to <br /> be <br /> made available to plan the widening, and probably the order of 50-100 million to do <br /> the <br /> widening. <br /> e)Several roads projects need to be gotten back on track; if not done yet, outside <br /> counsel <br /> should be hired to expedite the several condemnation proceedings which have been <br /> dragging on. <br /> f)The inequity in voter registration and walk in voting due to the million$ annual <br /> budget of the Kuhio <br /> facility, with no program elsewhere in the county needs to be balanced. <br /> 2)The proposed resolution, how many sku's makes a Big Box store' should be postponed to <br /> a later <br /> time and debated along with how many angels can dance on the head of a pin'. It <br /> opens a <br /> Pandora's box which will only invite litigation. What a waste of council time. The <br /> problem <br /> could more subtly be solved in the zoning process of the individual application. <br /> 3)I have always heard the mantra that protectionism is a dead end street- and would <br /> discourage council <br /> from spending their valuable time trying to craft a resolution which is not too warm, <br /> not too cold, but <br /> 'just right' for purposes of protectionism- which later after expensive litigation will <br /> be ruled illegal. <br /> 4)If the box store is part of a national or international chain, would this constitute <br /> 'restraint of interstate <br /> commerce'? <br /> You can see that I think that this resolution is a terrific idea, but, with your time <br /> being limited and with much important work to be done, I urge its speedily being laid to <br /> rest. <br /> Respectfully, <br /> Marshall Blann <br /> 75-5865 Walua Rd.
