Short term options rely on <br /> steeper side slopes at the landfill in Hilo and continuing with landfill diversion programs. <br /> Long term options are being explored through the Request for Proposal procurement <br /> process for a waste to energy plant. For the interim option of bale and barge, as well as <br /> for increasing the life of the Hilo Landfill, a tipping floor, and the related infrastructure is <br /> required. <br /> Enclosed is a bill for an ordinance adding the East Hawaii Reload Facility Project for <br /> $2,000,000 to the Capital Budget. This appropriation, which brings the total appropriation <br /> for this project to $9.321 M, covers an anticipated funding shortfall. This project allows for <br /> the construction of the reload building, scale trailer, scales, utilities, and roadways in the <br /> area of the existing Hilo Solid Waste Transfer Station. <br /> Design changes, recent construction bid price, add backs, contingencies, construction <br /> management and design changes are: <br /> Present estimate: 7,456,771.90 basic construction <br /> Add back: 498,510.00 permanent staff facility <br /> Add back: 125,324.00 transfer scale <br /> Add back: 197,501.00 scale area canopy and foundation <br /> 620,858.01 7.5% contingency <br /> 325,000.00 construction management <br /> 100,000.00 completed design change orders <br /> Total project estimate: 9,323,964.91 <br /> Funding now approved: 7,321,000.00 <br /> Funding shortfall: 2,002,964.91 <br /> C'Orllm• IVU. <br /> Ref.
