SORT STATION COMPLEX -MAJOR COMPONENTS <br /> <br /> GOAL: It is the goal of the County to minimize what goes into its landfills through a <br /> comprehensive and aggressive program of: <br /> recycling -altering materials for another use; <br /> ¦ reuse -use of an item or material again with minimal processing; <br /> • waste reduction -method or technology for physically reducing the amount of rubbish <br /> by weight and volume; examples are waste-to-energy, anaerobic digestion, thermal <br /> gasification. <br /> Deposit into a landfill will be the last resort. <br /> Public recycling center -convenient site for people to drop off recyclable items on the way to the <br /> reload building. This is expected to increase the recycling rate by 10 to 15% by making <br /> recycling more convenient so people can drop off items before dumping their rubbish. <br /> Commercial recycling processing area -area for private recycling companies to operate. These <br /> will be companies that support the county's recycling operations. <br /> Bottle Bill redemption building -dedicated place for beverage container deposit redemption. <br /> Scales and scale house -scales to weigh loads and calculate tip fees from non-residential haulers <br /> before rubbish is dumped at the reload building; scales will also support recycling operations. <br /> Reload building -facility that will accept all residential and commercial rubbish, including that from <br /> the country transfer stations. (For the purpose of initial acceptance of rubbish, this will replace <br /> the present Hilo Transfer Station and the Hilo Landfill upon its closure.) All rubbish will be <br /> dumped on the floor, where equipment such as loaders and excavators will pick out large <br /> items such as white goods. An estimated 2% to 5% recovery off the tipping floor is projected. <br /> Remainder of rubbish will be consolidated and loaded into trailers to be transported. <br /> Destination will be dependent on the program established: <br /> ¦ Waste reduction facility (waste to energy, thermal gasification) <br /> ¦ Landfill (Hilo, Mainland, Pu'uanahulu) <br /> Fats, oils, greases (FOGS) collection - a receiving bay for collection of fats, oils and greases will be <br /> established at the commercial recycling processing area, and used to manufacture biodiesel. <br /> Household hazardous waste (HHW) collection site -permanent site for collection of HHW will be <br /> established at the commercial recycling processing area. This will replace the present semi- <br /> annual collections of HHW. <br /> Construction and demolition (C&D) debris recovery yard -this area will provide recycling and <br /> processing for certain types of C&D debris. C&D debris is presently 18% of the County's <br /> waste stream. An estimated 80% of this (or 14% of the waste stream) can be recovered and <br /> reused. <br /> Scrap metal recycling yard -cleaning up of contamination at the current scrap metal recycling yard, <br /> and preparation of a new area that complies with DOH requirements. <br /> Greenwaste processing area remediation -cleaning up of current greenwaste processing area. <br /> Earlier uses of the area caused contamination with petroleum products that must be mitigated. <br /> Revised 12/06 <br /> <br />
