<br /> Pete Hoffmann, Chairman <br /> and Members of the County Council <br /> <br /> Page 5 <br /> projected housing needs for residents within this vicinity of South Hilo and will utilize <br /> public land to supply much needed affordable housing for elderly veterans and widowed <br /> spouses of deceased veterans. <br /> The proposed rezoning action conforms to the LUPAG Map which designates the <br /> area for High Density Urban Development. The Land Use Pattern Allocation Guide <br /> (LUPAG) Map component of the General Plan represents the document's goals, policies, <br /> standards and courses of action to guide the coordinated growth and development of the <br /> County. It reflects a graphic depiction of the spatial relationships among various land <br /> uses and the expressed policy statements of the document itself. The LUPAG Map, in <br /> essence, establishes the basic land use pattern for areas within the County. This area is <br /> designated as High Density Urban, which allows for general commercial, multiple family <br /> residential and related services (multiple family residential - up to 87 units per acre). The <br /> applicant is requesting the change of zone to develop a Combined Veteran's Center <br /> (CVC) office building, amulti-purpose facility and affordable senior veteran housing on <br /> the property. The rezoning reclassification would allow a reasonable expansion of <br /> activities associated with the high density urban designation and the existing uses in the <br /> area. <br /> The property is situated within close proximity to commercial areas, employment <br /> centers and public safety services. There are several commercial and employment centers <br /> located within one or two miles from the subject property. These include the Waiakea <br /> Center, the Prince Kuhio Mall, and businesses along E. Lanikaula Street, Kawili Street, <br /> Makaala Street, Holomua Street and Wiwoole Street. <br /> Public safety services within the azea include the Hilo Central Fire Station located <br /> on Kinoole Street, the Police Headquarters located on Kapiolani Street, and the Hilo <br /> Medical Center located approximately 3 miles from the property. <br /> Surrounding properties to the south, east and west aze zoned RS-10. To the north <br /> aze properties zoned RM-1 consisting mainly ofmultiple-family dwellings. To the south <br /> across Kawili Street is the Waiakea High School campus. To the west is the Holy <br /> Apostles Episcopal Church and further west across Kapiolani Street is the University of <br /> Hawaii at Hilo campus. To the east is the Hilo Meishoin Church on a property zoned <br /> RM-1 and further east are single-family dwellings. 7-11 Convenience Store is located on <br /> the comer of Kinoole and Kawili Streets on property zoned CN-10. <br /> The proposed change of zone would, therefore, complement the existing land <br /> uses, be consistent with the transition to multiple family residential uses occurring in the <br /> immediate vicinity and provide for an orderly development of the area. <br /> <br />
