TESTIMONY- BILL 345
My name is Jennifer Shibuya and I am a resident of the Kea'au Agricultural Lots

and I live on Pala' ai St. I agree there is a need for treatment facilities and I am not against
such facilities. However, I am against large groups of unrelated people living on the same
property. My husband and I chose to move our family to the Big Island to get away from

the crowds and dense population on Oahu.
There are five one-acre parcels of land surrounding my houses that have not been
cleared and one property with two homes. The potential for 56 unrelated people plus staff
of any number living in separate dwellings by my property is distressing. Our
neighborhood would no longer have the character of a rural community and the quality of
life that my husband and I wish to provide for our children. I realize this scenario is
unlikely, however it would be legal if the County Council passed this measure.
Please consider the ramifications of the open-ended wording of this proposal and
the implications for residents who wish to have a stable neighborhood of families, not
business as their neighbors. Thank you for your time and consideration.
Comm. No. ~ r+
Ref. To~~
Ref. Uate tL1N 4 7np~
