The Hilo <br /> Community Development Plan (CDP) adopted in 1975 suggests the retention of <br /> residential uses in this area. However, this area is transitioning to commercial and light <br /> industrial uses. The advantage of this area is its location in close proximity to water, air <br /> transportation terminals, harbor facilities and the residential population of Hilo. The <br /> proposed change of zone would complement the existing industrial and commercial land <br /> uses that already exist in this area and will provide for an orderly development of the <br /> area. <br /> The property is a relatively level approximately 21,050-square foot vacant parcel. <br /> There is a remnant concrete foundation and steps from an abandoned single-family <br /> residential dwelling which was demolished. The remaining portion of the parcel consists <br /> of overgrown weeds and shrubs. The land uses in the immediate azea aze a mix of <br /> commercial and industrial uses. Hilo International Airport is zoned ML-20 and located <br /> east of the property. Commercial and/or industrial uses nearby include wazehousing, <br /> aviation related uses, and office buildings. Immediately adjacent properties are zoned <br /> MCX-20 to the north, RS-10 to the west and RS-10 and ML-10 to the south. The <br /> adjacent property to the north was zoned MCX-20 under Ordinance No. 03 84 effective <br /> June 5, 2003. <br /> All utilities and services are available to the site. Access to the project site is <br /> proposed from Kanoelehua Avenue, a State highway with six lanes and a divided median. <br /> Along this section of Kanoelehua Avenue, the right-of--way is 120 feet. There are curb, <br /> gutter and sidewalk improvements along the property frontage. County water is available <br /> to the site. The project will connect to the County sewer system. Solid waste will be <br /> handled by commercial haulers. Electricity and telephone services are available to the <br /> site. <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X", area deterrnined to be outside the 500-year floodplain. Al] development generated <br /> storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br /> roadways. <br /> <br />
