traffic congestion will temporarily cause increased traffic delays until these projects are <br /> completed. <br /> To address this situation, a study is proposed to assist the Department in identifying new <br /> technologies needed to implement an Intelligent Transportation System (ITS) that will <br /> provide motorists with real time traffic information to help them adjust their driving habits to <br /> better distribute traffic and reduce traffic delays. In addition, the system will assist Civil <br /> Defense in responding to natural disasters and serious vehicle crashes by providing real time <br /> road conditions to assist in emergency response and if necessary evacuation of various areas <br /> around the island. <br /> The requested funds will be used to hire an engineering consultant to perform an assessment <br /> study and initial planning that will lead to installation of an ITS system to reduce traffic <br /> congestion on existing County and State roadways. The ITS assessment will be broken up <br /> into two parts. First to assess what ITS technologies are appropriate for our island-wide road <br /> network. And secondly, to develop an implementation plan for specific system <br /> improvements that could be easily integrated into existing construction projects, and which <br /> could be incorporated into a Request for Proposals for a comprehensive complete ITS <br /> system. Long term ITS system components would also be identified for future funding. <br /> <br /> The purpose of combining these two initiatives is to assist the Department in laying the <br /> foundation for developing an overall strategy to effectively operate our transportation roadways <br /> for the next 20-30 years. The major benefit of this effort is to maximize the use of limited <br /> resources by developing a collaborative road safety audit program focused on reducing vehicle <br /> crashes, which tax emergency response agencies, not to mention reducing the tragic impacts of <br /> these crashes on the families of victims. In addition, with the ITS system we can give motorists <br /> real time choices to better distribute traffic over our roadway network to minimize traffic de]ays <br /> and which further reduces the potential for vehicle crashes. <br /> <br />
