<br /> TO: Hawaii County Council Members <br /> FROM: Nancy Cabral, Citizen of Hawaii County <br /> DATE: January 19, 2007 <br /> RE: Council Bill # 345 <br /> I am writing in opposition of Council Bill #345. I am not writing in opposition of Group Homes. I am <br /> asking you, the County Council, to do your job and take care of ALL the citizens of Hawaii County. <br /> This bill is a zoning change that will greatly affect the density on individual house lots throughout our <br /> County. Density changes aze so important in our zoning code that they can not be changed with a <br /> Zoning Variance, but instead require a Special Use Permit. <br /> I ask that you, the Council, recognize the importance of density and NOT PASS Council Bill #3345. I <br /> ask instead that you, the Hawaii County Council, not a Honolulu or state agency, consider streamlining <br /> the process of the Special Use Permit for Group Homes and all other similaz projects. <br /> You, the Hawaii County Council, are all powerful. You are capable of doing the right job and not just <br /> a rushed job to satisfy a few groups that are headquartered in Honolulu. Have our County Planning <br /> Department take a hard look at the process now required for Special Use Permits and clean them up. <br /> Are all of the details necessary? What affect on the positive growth of our County do these "standard" <br /> requirements have? <br /> Right now we ALREADY have a Group Homes with five clients and caregivers in Condominium <br /> Townhouses where shazed water, sewer, pazking and walkway use aze causing an unfair increase in <br /> cost to non Group Home owners and a reduction in the quality of life for other residents because of the <br /> excessive burden the increased density is putting on common services. <br /> We ALREADY have one street with two Ohana homes on one lot with ten clients and an unknown <br /> number of care givers in the two homes. PLUS, 6 houses awa, we have a another lot with two homes <br /> (Ghana) which is now in escrow to become a Group Home and a third property, two more lots away <br /> with another Ghana property that is being considered for purchase by the initial Group Home operator <br /> from Honolulu. WE WILL HAVE 60 people within one block of nine houses living, parking, talking, <br /> walking, using the bathroom (with no County sewer systems), receiving deliveries, etc. <br /> PLEASE THINK about what this MAJOR change in density will do to our community. Do not let <br /> Honolulu or any state agency take control of our neighborhoods. Do not assume the State Health <br /> Department will oversee these homes in a manner that is benefiting our community at large. <br /> I ask that Group Home providers come and see me at Day-Lum Rentals & Management. Right now I <br /> have THREE properties that are properly zoned for greater density and would be excellent for Group <br /> Homes. No one from Honolulu with these agencies has ever applied with my firm. They just testify to <br /> you that no one will rent to them. Now who is the crybaby? n <br /> Comm. No. ~ <br /> Ref.
