8. The planning director mentioned in the January 4 hearing that it would take approx. <br /> 8 months to obtain a variance, use or special permit if the operator wants the 8 <br /> plus 5 concept under the current law. Where is the bottleneck?..... In the planning <br /> department which issues these permits! <br /> If the director wants to help he should streamline the permit process and <br /> expedite the issuance. His department should be questioned about this issue. <br /> 9. Last but not least, when the current maximum of 5 members was established, the <br /> then in-office council members undoubtedly discussed this issue at length and came to the <br /> conclusion that 5 would be a good maximum. It behooves us all to read their <br /> deliberations and justification of this number. Some of you aze new in this council and a <br /> look at the past would only enhance your decision in this matter. <br /> <br /> I do not live in a subdivision where I am protected by CCR'S. When someone becomes my new <br /> <br /> neighbor I have to accept what and who is coming in. And with me aze thousands other <br /> <br /> homeowners. I am not a "crybaby" as Mr. Pilago calls us opponents, but I stand on my right to call <br /> on the law as it stood when I bought my property and which you as lawmakers want to change to <br /> <br /> my detriment. (See #7 above). And it is not a "lack of Aloha" that opponents have, because one <br /> <br /> cannot just generalize and throw out this phrase, not knowing of what each person is doing out of <br /> love for his neighbor or a stranger. <br /> Incidentally, a few days ago I was involved in placing 2 persons in a caze home, one out of the <br /> hospital and one from his house. Within a few days the one hospitalized found a private caze home <br /> and the other person found a care home thru the Catholic Charities Hawaii elderly care <br /> organization and Medicaid. I was told that there aze now adult foster caze homes who are allowed to <br /> caze for up to 2 patients/clients. The problem bottleneck is not the number of clients in a home but <br /> persons who want to have their homes used as caze homes. When I inquired if Hale Anuenue had an <br /> opening for a patient, I was told that there were beds available but the staffing was lacking! This <br /> shows that we aze looking in the wrong azea to increase the availability; it is not the number of <br /> patients in a house, the number of beds, but the number of caregivers.
