This includes but is not limited to the
proposed amendment of the General Plan, the change of
classification fzom aq to urban, and to resort, including the
exploitation of the loophole 15-acre exclusion rule in the Land
Use Commision rules.
We vehemently OPPOSE these changes which will set a
precedent for the South Kona area, which still lacks a regional
plan, and which is still rural with jobs and industries focused
on agricultural enterprises. we feel that highly-capitalized and
financed by foreign corporations projects that will benefit
largely tourists and employees brought in from outside will do
little good and a lot of harm to the local economy and
envirol>tnent. The charm of South Kona is that it is one of the few
places in the state which has not been developed with goals that
largely benefit large corporations and outsiders. Tourists can be
accomodated in the South Kohala resort node as they are now. what
they enjoy about South xona is the local ag and other enterprises
that we are known for. Golf and luxury lodges for the wealthy are
not one of these.
Please set a new course for the Hawaii County Council in
your first appearance on the Kona side. Please consider instead a
plan for South Kona that will wisely guide development instead of
using the ad hoc patch-up techniques the old council was so famed
for.
Please consider this my written testimony regarding the
Oceanside 1250 proposed land use changes. I am a working person
and cannot appear in person at a loam meeting.
Please do not pass these proposed changes.
Singly
,Phb
Shanti Devi, PhD
Professor, west Hawaii Educ Center/Hawaii Community College
P.O.
