agricultural lot development, are available. <br /> Drainage Svstems <br /> 53. A Preliminary Engineering Study for Sewage and Drainage Infrastructure <br /> Systems was performed by R.M. Towill Corporation in January 1992 for the Villages <br /> at Hokukano EIS. According to the study, onsite drainage systems will consist <br /> primarily of drywells to dispose of runoff generated from roads. Siltation basins will <br /> be constructed, as required, to control runoff and maintain water quality, and may be <br /> incorporated into the adjacent golf course design. No offsite drainage improvemenu <br /> are anticipa[ed. The proposed development and drainage improvements will be <br /> designed so that the carrying capacity of storm flows within the existing drainage way <br /> will not be affected. <br /> Public Facilities and Services <br /> S4. Access to the project site, until completion of the Mamalahoa Highway Bypass, will <br /> be provided from Haleki'i Street, an 80-foot wide right-of-way that links the property <br /> with Mamalahoa Highway. At the intersection with Mamalahoa Highway, Haleki'i <br /> Street has a channelized "T" intersection with separate left and right turn lanes. <br /> Halelti'i Street will be extended into the project site to the vicinity of the associated <br /> golf course clubhouse and proposed lodge. Improvements, including signalization of <br /> the Haleki'i Street/Mamalahoa Highway intersection is planned in conjunction with <br /> the opening of the adjacent golf clubhouse. <br /> <br /> 55. A traffic study prepared by Parsons Brinckerhoff Quade & Douglas (PBQ&D) <br /> forecasted that, even at build out, only 17 "in trips" and 11 "out trips" during the <br /> peak a. m. hour and 15 "in trips" and 26 "out trips" during the peak p.m. hours are <br /> expected from development of the members' lodge. These trip estimates assume an <br /> average 85 percent occupancy level and include both guest and employee traffic. <br /> Since the traffic study was based on a lodge program of 100 units, impacts are <br /> expected to be reduced proportionally with the down scaling of the proposed lodge to <br /> 80 units. <br /> <br /> 56. Future traffic conditions in this area will be relieved by the proposed construction of <br /> the Mamalahoa Highway bypass which is to be constructed with the first small lot <br /> subdivision of the proposed Villages at Hokukano project.
