REQUEST: <br /> An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water <br /> Pollution Control Revolving Fund Loan for Wastewater improvement projects and authorizing the issuance of <br /> $6,747,000 General Obligation Bonds of the County of Hawaii for the purpose of financing the following <br /> projects: <br /> North Kona Sewer $3,104,000 <br /> North Kona Effluent Reuse Upgrade $3,643,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Installation of the Sewer and Reuse Water Infrastructure is due to the decision by a private developer to <br /> pursue alternative methods for Wastewater Disposal and Irrigigation Water for their project in lieu of <br /> partnering with the County on the infrastructure in the Queen Ka'ahumanu Highway. <br /> Design and Construction of the infrastructure to be performed under the State of Hawaii, Department of <br /> Transportation -Highway Division's (State DOT) Queen Ka'ahumanu Widening Project -Phase II which <br /> extends from Honokohau Harbor to Keahole Airport. The State DOT currently intends to issue a Request for <br /> Proposal (RFP) for a design-build project for widening of the Queen Ka'ahumanu Highway between <br /> Honokohau Harbor in January 2007 with a Bid Opening in May or June 2007 and award of the project in <br /> August 2007. Funds for Design and Installation of the Sewer Infrastructure are required to be available to <br /> the State DOT no later than July 2007 in order for the work to be included in the State DOT project. <br /> Installation of the Sewer infrastructure is required to allow planned development of the North Kona area. <br /> Installation of the Reuse Water infrastructure is required to allow future use of treated wastewater from the <br /> Kealakehe Wastewater Treatment Plant for irrigation in lieu of current disposal into a seepage pit. <br /> Installation of the infrastructure after completion of the State DOT project would result in significantly higher <br /> costs as well as result in a tremendous impact to traffic flow after the current highway widening project. <br /> / ~ -7 <br /> SIGNED: i/ ~~~~~C~ DATE: / <br /> Department Head <br /> O:\080202\FOni1S\B-52\B-52 Request for Council Action -Bond Ordinance N Kona Sewer & Effluent 020107.doc <br /> <br />
