Director, Public Works <br /> ¦ Background <br /> - The County received permission in the 1970's to route and pond water, <br /> temporarily, on certain parcels until Kukuau Street was realigned. <br /> - The County abandoned the Kukuau Street project with associated drainage <br /> improvements in the late 1980's without knowledge of the planned drainage <br /> improvements. <br /> - The planning to resolve these drainage concerns began in 2003. <br /> - The parcels in question don't have a drainage easement covering the flow <br /> and ponding of water. <br /> ¦ County Position: <br /> - The parcel owners should be compensated for their loss. <br /> - It's cheaper to buy the parcels rather than build the originally proposed <br /> drainage system. <br /> ¦ Why are we asking for these funds? <br /> - To provide property owner's fair compensation for the use of their property <br /> as a flood basin for the Mohouli Housing Project. <br /> ¦ Plan of Action (See attached map.) <br /> - Acquire fee title to TMK 3rd Div.: 2-4-025: 050, 052 & 093. <br /> - Acquire drainage easements from TMK 3rd Div.: 2-4-025: 48, 80 & 59. <br /> - Provide drainage capacity improvements on TMK 3rd Div.: 2-4-025: 050, <br /> 052 & 093 to eliminate need to acquire TMK 3rd Div.: 2-4-025: 049 & 053 <br /> - Today's construction estimate is $3,230,000 for a drainage system, detailed <br /> in the 1973 original construction plans. <br /> Comm.
