Angel; Ford, Brenda; Jacobson, Bob; Hoffmann, Pete <br /> Subject: Bill 231 <br /> Welina mai members of the Mawai'i County Council, <br /> The Planning Director and I have reached agreement on an amendment to Bill 231 which I believe will allow the <br /> best bill to be brought forth for your consideration. <br /> In addition, I met with Mayor Kim last Wednesday morning in Hilo and I can tell you that the mayor supports the <br /> agreement and the planned amendment. <br /> We are all committed to communicating the planned amendment to this Council so that you will be able to <br /> formally consider it at your next meeting. <br /> The planned amendment will allow community-based Corridor Advocacy Groups and/or the Planning <br /> Department to petition the Council to initiate a scenic corridor. The County Council will then be able to ask the <br /> Corridor Advopcy Group and/or the Planning Department to prepare the Corridor Management Plan. <br /> Also, the planned amendment will conform with the stated intentions for the State Scenic Byways Program, <br /> whereas the current version of Bill 231 does not <br /> I am aware of the pending motion before this Council to approve Bill 231 in its curent form. <br /> I hope you will agree that any legislation which encourages and ensures public and community participation with <br /> its government and which provides the maximum number of opportunities for funding is preferable to legislation <br /> that does not. <br /> I hope this Council will agree that there is sufficient reason to defer Bill 231 to allow Gme for an amendment to be <br /> brought forth that will provide this Council and the general public with the greatest opportunity for a successful <br /> scenic byways program. <br /> Sincerety, <br /> Charles Flaherty <br /> Gomm.
