REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> INTERGOVERNMENTAL RELATIONS <br /> DATE: February 6, 2007 Re: Comm. No. 106 <br /> PLACE: Sheraton Keauhou Bay Resort & Spa <br /> <br /> TIME: 8:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication 106, reports as follows: <br /> Communication 106, transmitted by Mayor Harry Kim, dated January 25, 2007, nominates John J. <br /> Fernandez from Council District 9 and Elizabeth J. Hultman-Salfen from Council District 5 to the <br /> Hawaii County Transportation Commission. <br /> Mr. Fernandez of Council District 9 is a lifelong resident of Hawaii and is retired from Renter's Choice, <br /> where he was employed as a manager from 1992 to 1997. Not affiliated with any political party, if <br /> confirmed, he will serve a term to expire on December 31, 2011, replacing Mr. Michael Sumja, whose <br /> term expired on December 31, 2006. Ms. Hultman-Salfen is an 18-year resident of Hawaii. She is <br /> currently the manager of the Nanawale Community Association. From 1991 to 2000, she was employed <br /> by Paul H. Rosendahl, Ph.D., Inc., as a project accountant. Not affiliated with any political party, if <br /> confirmed, she will serve a term to end on December 31, 2009. <br /> Chairperson Ford asked that vote on the confirmations be bifurcated. As Ms. Hultman-Salfen was unable <br /> to attend, it would make it easier to discuss the appointments and to vote on them separately. The motion <br /> to bifurcate the appointment hearing was made by Councilman Jacobson and seconded by Angel Pilago. <br /> The Council agreed unanimously and proceeded with the nomination of Mr. Fernandez. <br /> Tom Brown presented Mr. Fernandez to the Council. Council Chair Hoffmann, as a past Transportation <br /> Commissioner said that he supported the appointment. There was a discussion about getting <br /> Commissioners to meetings for a quorum. Mr. Brown said that he currently had only three members and <br /> needed two more for a quorum. Mr. Fernandez said that he would attend meetings. Councilmember <br /> Pilago asked if Mr. Fernandez supported the free island-wide transportation system. Mr. Fernandez said <br /> that he did.
