REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND
INTERGOVERNMENTAL RELATIONS

DATE: February 6, 2007 Re: Comm. No. 106
PLACE: Sheraton Keauhou Bay Resort & Spa

TIME: 8:00 a.m.

Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication 106, reports as follows:
Communication 106, transmitted by Mayor Harry Kim, dated January 25, 2007, nominates John J.
Fernandez from District 9 and Elizabeth J. Hultman-Salfen from District 5 to the Hawaii County
Transportation Commission.
Mr. Fernandez of Council District 9 is a lifelong resident of Hawaii and is retired from Renter's Choice,
where he was employed as a manager from 1992 to 1997. Not affiliated with any political party, if
confirmed, he will serve a term to expire on December 31, 2011, replacing Mc Michael Sumja, whose
term expired on December 31, 2006. Ms. Hultman-Salfen is an 18-year resident of Hawaii. She is
currently the manager of the Nanawale Community Association. From 1991 to 2000, she was employed
by Paul H. Rosendahl, Ph.D., Inc., as a project accountant. Not affiliated with any political party, if
confirmed, she will serve a term to end on December 31, 2009.
Chairperson Ford asked that the vote on the confirmations be bifurcated. As Ms. Hultman-Salfen was
unable to attend, it would make it easier to discuss the appointments and to vote on them separately. The
motion to bifurcate the appointment hearing was made by Councilman Jacobson and seconded by Angel
Pilago. Corporation Counsel Lincoln Ashida came forward to ask if Council Chair Hoffmann had
received his communication to waive both of the appointments out of committee. Chair Hoffmann said
that he had not. Mr. Ashida asked if Mr. Fernandez needed to attend the full Council meeting to be
approved and if Ms. Hultman-Salfen's appointment could be moved to the next council meeting.
Your Committee on Public Works and Intergovernmental Relations recommends confirmation of the
appointment of Ms. Hultman-Salfen to the Transportation Commission.
dh
AYES NOES A&E EX
Respectfully submitted,
FORD X
HIGA x COMMITTEE ON PUBLIC WORKS AND
HoFFMANN x INTERGOVERNMENTAL RELATIONS
IKEDA X
JACOBSON X ~ ~ ~ /
Pasco x B ENDA FO ,CHAIR
YAGONG X PWIRC REPORT NO. 5
YOSHIMOTO X ADOPTED: FFR ~ ~ 9f1(17
