Access to the site is from Awa Street, a County road with a 50-foot wide right-of--way <br /> with a 20-foot wide pavement and 6-foot wide grass shoulders. <br /> 5. County water is available to the property. The two additional parcels will utilize <br /> individual wastewater systems meeting the approval of the Department of Health. <br /> 6. The Planning Director recommended favorably on this request based on the following: <br /> • The proposed change of zone request from A-3a to RA-.Sa conforms to, among <br /> others, the goals, policies and standards of the General Plan Economic and Land Use <br /> Elements. <br /> • The request is not contrary to Chapter 205A, Hawaii Revised Statutes, relating to <br /> Coastal Zone Management Area as the property is not situated within the Special <br /> Management Area. The property is located approximately 4.5 miles from the neazest <br /> coastline and therefore, will not be impacted by coastal hazard and beach erosion. <br /> • The Land Use Pattern Allocation Guide (LUPAG) Map designates this area as Low <br /> Density Urban, which designation includes residential, ancillary community and <br /> public uses, neighborhood and convenience-type commercial uses. <br /> • Surrounding properties are zoned A-3a and include a mix ofsingle-family dwellings, <br /> agriculture uses and vacant land. Panaewa Farm Lots 1~` Series (approved under <br /> Subdivision No. 1041 on February 11, 1957), is located adjacent to and immediately <br /> north of the subject site. This area was reclassified into the Urban District during the <br /> 1969 Boundary Review. <br /> • The U.S. Corps ofEngineers Flood Insurance Rate Map (FIRM) designates the <br /> property as Zone "X", areas determined to be outside the 500-year flood plain. The <br /> property is unclassified by the Agricultural Lands of Importance to the State of <br /> Hawai` i (ALISH) System and the Land Study Bureau. While the potential for <br /> agricultural use may exist, the soil conditions within the property and surrounding <br /> area preclude conducting such agricultural activities. <br /> • Because the property is developed, it is not anticipated that endangered or threatened <br /> candidate species of flora or fauna are located within the subject property, nor has the <br /> area been identified as a significant botanical or biological habitat. Presently, there is <br /> no evidence of any traditional and customary native Hawaiian rights being practiced <br /> on the site, nor existence of known valued cultural, historical or native resources in <br /> the area. Therefore, it is anticipated that the proposed request will not have any <br /> adverse impact upon cultural or historical resources in the area. <br /> PC Report No. 14 <br /> <br />
