REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> <br /> DATE: Mazch 8, 2007 Re: Comm. No. 183Bi11 No. 55 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 55, reports as follows: <br /> Bill No. 55, is transmitted by Council Member K. Angel Pilago, dated January 24, 2007, <br /> initiating the establishment of the County of Hawaii Kailua Village Business Improvement <br /> District No. 1 to provide for and finance supplemental services and improvements in Kailua <br /> Village. <br /> Council Member K. Angel Pilago submitted a communication dated February 21, 2007, <br /> requesting to postpone Bi1155 to the next Finance Committee meeting scheduled for <br /> Mazch 8, 2007. The postponement is requested upon the recommendation of Corporation <br /> Counsel to allow additional time for review. <br /> Communication No. 183.3 transmitting Bill No. 55, Draft 2, is transmitted by Council Member <br /> K. Angel Pilago, dated Mazch 6, 2007, with proposed amendments. These amendments aze the <br /> final work result following review and discussions between Ms. Amy Self, of Corporation <br /> Counsel, County administration and staff, and Mr. David Kaapu, attorney representing the <br /> Kailua Village Business Improvement District Association. <br /> A motion to amend Bill No. 55 with Draft 2 was made by Council Member K. Angel Pilago, and <br /> seconded by Council Member Bob Jacobson. Ms. Debbie Baker, Executive Director for the <br /> Kailua Villiage Business Improvement Boazd shared with Your Committee the proposed <br /> amendments is to enhance the improvement district. Corporation Counsel Amy Self, shared with <br /> Your Committee that the proposed amendments aze in line with Chapter 32 of the Hawaii <br /> County Code. Ms. Self along with Ms. Casey Jarman, County Clerk, informed Your Committee <br /> that once it is introduced by the Council at first reading, Bill No. 55 Draft 2 will then go out for <br /> public hearing to receive public input within 30 to 90 days. Once public hearing is completed, it <br /> will be heazd by the Council for second reading. <br /> Council Member Emily Naeole expressed her concern that inclusive participation and/or <br /> representation of land owners, business owners, and lessee's (i.e. native Hawaiians) should be all <br /> part of the planning process on the matter. Ms. Debbie Baker, Executive Director for the Kailua <br /> Village Business Improvement Board, confirmed that no one will be excluded, and Mr. David <br /> Kaapu, attorney for the association also confirmed that all interested persons will be welcomed <br /> to participate. <br /> FC REPORT NO. 67 <br /> <br />
