(bl No permit shall be required in the case of an~placement work for the following

<br /> Section (i?-~5] 17=17. Persons to whom permits may be issued.
<br /> (a) Except as provided in subsection (b) of this section, no permit shall be issued to any
<br /> person to do or cause to be done any work regulated by this code, except to a person
<br /> holding a valid, unexpired, and unrevoked "Plumbing Contractor's License" as
<br /> provided for in chapter 444, Hawaii Revised Statutes, or to the representative of a gas
<br /> utility.
