MAPPING FOR NORTH KONA -KINDLY INCREASE and <br /> MAKE SEPARATE DESIGNATION OF $500,000 FOR NORTH'KONA <br /> Chairman and Members of the Finance Committee, <br /> Thank you for being in Kona to hear testimony. At the Match Meeting of the Kona Soil <br /> and Water Conservation District, I was authorized by my fellow directors to testify before <br /> you as a representative of the District. I am here to speak on two items on the Proposed <br /> Operating and Capital Budget: <br /> 1. SWCD ADDITIONAL FUNDING - IN FAVOR We are in favor of the additional <br /> $150,000 added to the line item for the six Soil and Water Districts on the Big <br /> ,V ~ Island. making the total $300,0()0. Las[ year tlrat amount was added from <br /> • c.wm~ discretionary funds and has enabled Kona to hire a frill-lime Conservation Assistant <br /> °od` . Now as a regulaz line item each district will annually receive $50,000. Thus we are <br /> r"" s°""' better able to fulfill our mission to conserve soil and water. <br /> n~a~i nre~m <br /> van \ <br /> 2. MAPPING FOR NORTH KONA -KINDLY INCREASE and MAKE SEPARATE <br /> DESIGNATION OF $500,000 FOR NORTH KONA. We ask that you request an <br /> increase by $500,000 in the amount allocated for Mapping. Presently $500,000 is th <br /> the Budget jointly designated for Hilo and North Kona. We request that this amount <br /> be doubled and that a specific designation of $SOQ,000 appear for North Kona and a <br /> separate designation for Hilo. The FEMA mapping in North Kona is from 1984. As <br /> we know, there is much development going on and we have recently had run-0ff and <br /> flooding problems in the Waiaha Floodway azea of Holualoa <br /> We hope $500,000 will be sufficient to do the job. Presently we understand from Galen <br /> Kuba in Public Works [hat the mapping in South Kona is to be handled by some <br /> $600,000 in last year's budge[, plus Federal cooperation with the Army Corps of <br /> Engineers.
