WHEREAS, the Council supports the development of a one-yeaz pilot program by the <br /> <br /> County in coordination with the United States Department of Agriculture Wildlife Services to <br /> accomplish the following: <br /> 1. Purchase or build appropriate traps for feral pigs. <br /> 2. Formulate a procedure to receive requests for trapping assistance from <br /> Hawaii County residents and to obtain written permission from said residents <br /> for the setting of traps on private property, including indemnification ofthe <br /> County of Hawaii and the United States Department of Agriculture Wildlife <br /> Services and their respective agents from any and all liabilities, losses, or <br /> damages arising out of the trapping of feral pigs on said private property. <br /> 3. Set, monitor traps, retrieve animals, and do field blood test for animal disease <br /> control on the animals that are successfully trapped in accordance with <br /> guidelines formulated by the County and the United States Department of <br /> Agriculture Wildlife Services and their respective agents. <br /> 4. Formulate a disposition plan for trapped feral pigs, whereby Hawaii County <br /> families are able to utilize them for subsistence purposes upon receipt of field <br /> blood test results stating that the animal for consumption is free from any <br /> diseases. <br /> 5. Prepare a written report that shall include, at a minimum, the following <br /> harvest information: date of harvest, location of property, name and address <br /> of property owner, number of feral pigs trapped, field blood test results, and <br /> disposition of animals. <br /> 6. Prepare written recommendations for future feral pig control programs in <br /> Hawaii County. <br /> 7. Present said written report and recommendations to the Council at a regularly <br /> scheduled Committee and/or Council meeting in August 2008. <br /> WHEREAS, the Council supports the development of a one-year pilot program to trap <br /> invasive feral pigs in residential and agricultural communities in Hawaii County by <br /> recommending a $250,000 appropriation for the Department of Reseazch and Development to <br /> coordinate with the United States Department of Agriculture Wildlife Services to administer this <br /> vital program beginning July 1, 2007 and ending June 30, 2008; and <br /> WHEREAS, the Council shall designate one of its members to pazticipate in the <br /> formulation of this one-year pilot program with the Mayor, Depaztment of Reseazch and <br /> Development, and the United States Depaztment of Agriculture Wildlife Services; now, <br /> therefore, <br /> 2 <br /> <br />
