Hiimitkw Lands Ad Hoc Committce
Api1 16, 2007
page -2-
Through public input the HLAHC roports that ea overwhelming majority of Hawaii Conroy teaidems does not
believe that the 735 acres of public land in Pa`auilo should 6e solo to the highee bidder through a public

auction process as statedm the envhomnental assessmem prepared by PBR Hawaii. The HLAHC determirtas

that these is overwhelming community input the areas Bret the Honorable Mayor Harry Kim should sbendmt
the plea to sell these lords d Public Auction W the highest bidder. Tnatead, overwhdming public iupm areas

the the County should come up with a plan using public input m utilitt these 735 acres of public lands.
The community provided multiple suggestions for the use of these public Inds which aro outlined ~ the
ahached summery. The HLANC rewgrtitxs thst the community wishes m be part of the planning process that
helps m formulae the disposition of the popwties. More imponmUy, many residents view t6eae lands as a
public asset the through proper planning, can lead to opportunities for our island residents.
The community expressed frustration of the escalating pica of land end homes that virtwlly pushes many
island residents out o[the lend and housing market. Many rrsidenn expressed that these Cowty own lands
provides for hope for ao affordable housing project, kx+iog opportunities for agriculture activities, growing
sustainable forestry, ranching, recreatiowl oppofimtties, open space and agriculttmU lots. Macy agree that
these lands represent an opportunity lost if we ware to wntirtce on the petit otpublie auction for tM cadre 735
acres of land.
The HLAHC also recogoitts that a public suction of a portion otthese properties ooukl be pet of the overall
scheme of disposition of these lends. Mayor Kim has suggested that proceeds of such salp could he uti]iaed m
purchase property better rtdted for an affordable housing project. The HLAHC has determined thM Mayor
Kim's arggeation should not be roled out, sad may be a pan of the overall plan regarding the 735 acres.
However, the HLAHC is strongly opposed W the M„MI,t plan of auctioning off the entire 735 acres of COlmty
land in Paulo.
It is the HLAHC recommendation that the edmioismtioa abandon the current plan to sell the entve 735 acres of
led at public auction. Further, the HLAHC will be proposing a resolution which supports formulating a
partnership betwan the edministreion, wwty council sad community in working togeUter to being forth a
disposition plm for the ent'ue 735 acres of Conroy lard.
'I'6e HLAHC would like to tbsok Comtcilrrcmlxr's Stacy Rigs, Dmwld Ikeda, Bob Jacobson. Emily Naeole
and J Yoahimoto for their patience and willingness m allow the sd hoe committee m gather community inpm on
this intpormnt matter. On behalf of the committee, l world also like m express our deepest apprecistiw to
members of our cotmmuniry that took the time m wore out to meetings, as well as filling om the tewapper poll
m express yom opinion. Fiasily, a groat big mahele to Mayan Kim end his administretioa for Blowing w the
opportunity to bring information forward that is intended to serve the pwple of the Cowty of Hawaii.
Wamrest Aloha,
Dominic Y
HLAHC Member
