A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) WHEREAS, Waikoloa Village is a large cul de sac with only one way in and out, creating congestion and emergency evacuation problems; and WHEREAS, proposed developments around Waikoloa Village will double the size of the community; and WHEREAS, a previous study developed alternative connector routes and rough cost estimates; and WHEREAS, a special tax consultant has used these rough cost estimates to prepare a Community Facilities District feasibility analysis which assesses preliminary scenarios for the relative tax burden on Waikoloa residents, landowners, and businesses; and WHEREAS, with the information provided by the special tax consultant, the County is now able to dialog with the community on whether to proceed with the establishment of a Community Facilities District; and WHEREAS, with the assistance of the special tax consultant, the County wishes to present the findings of the Community Facilities District feasibility study to the Waikoloa community and to refine the alternative tax scenarios to respond to issues raised during the community meetings; and WHEREAS, discretionary funds from Council District 9 will be appropriated to the Planning Deparment and the Planning Department has concurred that it will accept the transfer of these monies to procure the special tax consultant and administer the next phase of the contract; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below: FUND: General AMOUNT OF APPROPRIATION: $33,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC -Contingency Relief $33,000
