Pursuant to the general powers and limitation of the counties under the Hawaii <br /> Revised Statutes, Section 46-1.5 (10), County financial participation in this project requires <br /> a finding of public purpose. <br /> Draft 2 of Bill No. 100 adds a new section 3, which indicates that the Council finds this <br /> project to serve a public purpose. <br /> We apologize for any inconvenience that this change may cause.
