May 1, 2007 <br /> <br /> To: I-Iawaii County Council <br /> Dominic Yagong, Chair Committee on Finance <br /> Bob Jacobson, Vice Chair <br /> And Committee Members <br /> <br /> From: Jessanie Marquesommunity Advocate <br /> RE: Testimony in Opposition to Resolution 169-07 <br /> "A Resolution Authorizing the Director of Finance to enter into <br /> negotiations for the acquisition of Punalu'u Beach Park, Ninole Pond and <br /> Adjacent lands in the District of Ka'u, pursuant to Ordinance No. OS-166". <br /> As a community advocate, I oppose "Resolution 169-07 authorizing the Director <br /> Of Finance to enter into negations for the acquisition of Punalu'u Beach Park, <br /> Ninole Pond and adjacent lands in the District of Ka'u" on the basis of 1) limited <br /> community input; 2) identifying only one organization; and 3) insufficient <br /> research / information. <br /> Ka'u's diverse population is comprised of many individuals, organizations and <br /> special interest groups that have expressed both opposition and support for <br /> economic development opportunities at Sea Mountain Punalu'u, My concern is <br /> that this Resolution does not acknowledge the collaborative efforts of residents in <br /> our community who also has been pro actively involved to , "ensure the public <br /> interests in accessing and utilizing the area into the future, and currently <br /> working on management agreement and plan for the area that include best <br /> practices for resource management and use. <br /> The insufficient research /information seems to be limited, biased and does not <br /> consider use of private funds vs. the use of tax payers monies (County, State or <br /> Federal) funding. <br /> Thank you Committee Chair Yagong, and Council Members for providing me this <br /> opportunity to share my views.
