Angel Pilago, Vicc Chair <br /> Hawaii County Council <br /> [ strongly support Bill 156 concerning affordable housing. <br /> Bill 156 would require that industrial developments that require rezoning provide affordable housing in <br /> the vicinity of the developments. It is only fair that developers of industrial developments help solve the <br /> affordable housing challenge facing our county. <br /> [ understand that the Planning Director believes that it is possible to add affordable housing <br /> requirements to existing zoning ordinances. One way to implement that idea would be for the <br /> requirements of this bill to also apply to prior rezoning actions which did not contain affordable housing <br /> conditions. The requirements should at least apply to all prior rezoning actions which contain affordable <br /> housing conditions that have not been satisfied as of the effective date of this bill. <br /> The Hawaii County impact fee study used 2.OR employees per 1,000 square Coot of gross building area <br /> which would be 91 employees per acre if the entire acre (one acre = 43,560 square feet) were filled up <br /> with the building. Isvcn if only half of the acreage is taken up by the building, that is still 45 employees <br /> per acre. Therefore, the assumed 10 jobs per acre value appears to be too low. <br /> I urge the council to pass Bill 156.
