REQUEST: <br /> The State Wireless Board has approved the County of Hawaii's request to integrate the Pictometry <br /> application and imagery into the Positron Wireless E911 system at Police and Fire Dispatch centers. Upon <br /> installation and integration, the Board will reimburse the County of Hawaii for all expenses related to the <br /> Pictometry application. <br /> Request an appropriation of $1,007,000 to cover the cost of the 6 year contract with Pictometry. <br /> See Attached cost information. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Pictometry International is the only provider whom the Positron Wireless E911 system will integrate with due <br /> to the accuracy of the product and the potential liabilities in E911. Pictometry International is the only vendor <br /> providing geo-registered oblique digitally collected imagery in the United States. The Pictometry <br /> International Oblique Aerial Digital Imagery database and software products are proprietary products in <br /> accordance with and therefore protected by United States Patent No. 5,247,356 and the copyright and <br /> trademark laws of the United States. The method of data capture is also unique to Pictometry International. <br /> The contract would be a six-year contract that includes 3 image captures (year 1, 3 and 5) with 3057 sectors <br /> of 12" 2-way "community" images and 70 sectors of 4" "neighborhood" images; E911 integration software; <br /> ESRI ArcIMS integration software; change analysis software; 24/7 E911 technical support and end-user <br /> training. <br /> The County has an agreement with Pictometry International to allow access to the application to all County <br /> offices. <br /> The County has received cursory approval of reimbursement from the State Wireless Board for the 6 year <br /> contract with Pictometry. <br /> The Positron Wireless E911 system went active on Friday, 4/27/07, with all (6) wireless carriers completing <br /> their testing. <br /> SIGNED: dam- DATE: ~J <br /> partment Head <br /> <br />
