reflective of Councilmember Reynolds discussions in the districts
and the concern over particularly beach access--is that this is a
signal that when this money comes in, both the community and the
Council would like to see some improvements at Kahalu'u,
because it is the major beach park in that area, and I think it would
have the greatest benefit to the people who reside in that area and
would have a need for recreation facilities.
Frankly, I'd like to see a parking lot across the street, and the
existing parking ?ot used to expand the beach park area, so that
there's more place for people. I was surprised at just how many
people use that beach park, and how crowded it is. As I went
down to meet with the members of the Civic Clubs Historic Sites
Committee, and with some of the Na'opio people from Kahalu'u,
and both by tourist as well as residents, it is very crowded. I think,

you know, if you were doing a body count, there are more bodies
per square foot of beach there then you see at Hapuna. And there
was quite a bit of interest expressed, in both improving and
expanding that park area.

And I tried to get property---actually, I had talked to them about
property, across the street, and then discovered that they didn't
own the property across the street, because I was trying to find a
way to expand the park now. I was very disappointed to discover

they didn't own that property, because I thought it would be a great

parking lot.
But, this doesn't limit us to Kau, it just tries to indicate that that's
where the community and the Council would like to see some of
this money go and improve, because the facilities there do need
improvement. Thank you very much.
ACTING CHR. SMITH: Thank you, Ms. Leithead-Todd.
Mr. Yagong.
MR. YAGONG: Thank you, Mr. Chairman. Thank you for that
clarification Mr. Ray and Ms. Leithead-Todd. Maybe then I
should ask if you could define region to me. How is this island
broken down by region? Is there like a ntap outlined that indicates,
or is the region represented by the nine-member Council District?
MS. LEITIIEAD-TODD: May I respond?
ACTING CHR. SMITH: Yes, please do.
