not dispense with the necessity to comply with any law, ordinance, regulation or any other <br /> <br /> provision of the Hawaii County Code to which a permittee may also be subject. <br /> Section 17-10. Adoption of rules. <br /> The administrative authority may adopt rules pursuant to chapter 91, Hawaii Revised <br /> Statutes, necessary for the purposes of this code. <br /> Section 17-11. Right of entry. <br /> Upon presentation of proper credentials, the administrative authority or such person's <br /> assistants may enter at reasonable times any building, or premises in the County to perform any <br /> duty imposed by this code, provided that such entry shall be made in such a manner as to cause <br /> the least possible inconvenience to the persons in possession. An order of a court authorizing <br /> such entry shall be obtained in the event such entry is denied or resisted. <br /> Section 17-12. Limited liability of authorized personnel. <br /> The authorized personnel charged with the enforcement of this code, acting in good faith and <br /> without malice in the discharge of the duties required by this code or other pertinent law or <br /> ordinance shall not thereby be rendered personally liable for damages that may accrue to persons <br /> or property as a result of an act or by reason of an act or omission in the discharge of such duties. <br /> A suit brought against the authorized personnel because of such act or omission performed by <br /> the authorized personnel in the enforcement of any provision of this code or other pertinent laws <br /> or ordinances implemented through the enforcement of this code shall be defended by the <br /> County until final termination of such proceedings, and any judgment resulting therefrom shall <br /> be assumed by the County. <br /> Division 2. Permits. <br /> Section 17-15. Permit required. <br /> (a) It shall be unlawful for any person to install, remove, alter, repair or replace or cause to <br /> be installed, removed, altered, repaired or replaced any plumbing, gas or drainage piping work or <br /> any fixture or water heating or treating equipment in a building or premises without first <br /> obtaining a permit to do such work from the administrative authority. <br /> (b) A sepazate permit shall be obtained for each building or structure. <br /> (c) No person shall allow any other person to do or cause to be done any work under a permit <br /> secured by a permittee except individuals in such pennittee's employ. <br /> (d) Plumbing permits shall be posted in a conspicuous place on the job site. Permits shall <br /> remain posted until the plumbing work has passed a final inspection by the administrative <br /> authority. Failure to comply with this provision shall subject the violator to a $25 fine. <br /> Section 17-16. Work not requiring permit. <br /> (a) No permit shall be required in the case of any repair work as follows: the stopping of <br /> leaks in drains, soil, waste or vent pipe, provided, however, that should any trap, drainpipe, soil, <br /> 3 <br /> <br />
