Ford, Council Member -District 7 <3F SUBJECT: Transmitting Bi1123, Draft 3, Relating to the County Plumbing Code Attached please find a Draft 3 of Bi1123, relating to the County Plumbing Code. This draft contains the amendment to Draft 2 of this bill made by the Council's Public Works & Intergovernmental Relations Committee during its meeting on May 16, 2007. Specifically, the Committee amended article 3 (Installation Requirements), section 17-47, paragraph 26, of the bill, to incorporate a floor amendment expressed in communication 85.4. This floor amendment was subsequently amended to leave in the terms "all new" before the terms "water heaters" in line one. As amended, paragraph 26 now reads as follows: (The changes are ramseyered for illustrative purposes only.) "(26) Amending Section 510.5. Section 510.5 is amended to read: `Due to seismic activity in Hawaii County, all new water .v-cnc-river-ccr.cr~xc......... heaters shall be anchored or strapped a to resist horizontal displacement due to earthquake motion. New fee categories for medical gas piping and medical gas inletloutlet. Provision added which increases application fees for work commenced without a permit from $10 to $100. Additional fees that are set per type of plumbing work are added to this higher base fee. Clarifies that County agencies and contractors are exempt from all permit fees except for this higher permit fee imposed for commencing work without permit.
