This draft contains corrections to the <br /> text of the bill that were suggested in communication 288.3, and adopted by the Council during its May <br /> 16, 2007 meeting. <br /> The amendments contained in this Draft 3 include the following: <br /> 1. In the body of the new section, the term "authorize" is replaced with "authorized." <br /> 2.
